In 1999, the European Union set strict new air-pollution limits. On January 1, 2005, the rules, which clamp down on diesel particulate emissions, took effect. Less than three months later, Munich and several other major German cities had exceeded the limit.

Something is wrong here.

Diesel engines aren't the only sources of the deadly, tiny airborne particles but they are a sizeable contributor to the mess. German automakers' previous reluctance to introduce particulate filters has only made the air in Berlin more dangerous to breathe.
